This barrier is at the end of a block along the California Street bicycle boulevard. Note the "staple" in the middle. This is to allow fire engines through, while the message to drivers of passenger cars is clear: "try this, and we will tear out your oil pan." I'm not sure how this is works with SUVs and pickup trucks with high clearance. They weren't common in 1999, but may be more so now, even in Berkeley.
